That decline had been pegged at 0.4%, according to the Commerce Department. Wall Street had expected a 0.3% slide in April.

 LONDON - The Partnership Assurance Group, a British life insurance company, announced plans on Monday for an initial public offering that could value the company at $1.5 billion. Partnership Assurance, which is majority owned by the European private equity firm Cinven, is expected to list its stock in London by the end of June, according to a person briefed on the matter who spoke on the condition of anonymity because he was not authorized to speak publicly.
